When we set up our service in 2005, we recognised that even well-funded and resourced Local Authorities had gaps in their provision. On occasions it was the case that a particular authority had provision but required to place their young care leaver temporarily in another area, or the mix/numbers of young people in their own provision did not meet the needs of their young person.
Initially we set up supported provision in accommodation provided or rented by us or if the young person was already in accommodation, we provided the outreach support. Financial constraints on Local Authorities over recent years has led to changing trends and outreach support to individual young people in their own accommodation has become a provision that Local Authorities feel they cannot afford. As a result of this, the service has focussed on semi-independent accommodation provided by us and staffed twenty-four hours a day. The semi- independent provision is a supported one for young care leavers who require additional support leading up to their independent placement in the community usually between the ages of 17½ and 18 years of age. This is not a care setting and therefore not registered with Ofsted, but is regulated by a North West Framework, that regulates registration on the framework and monitors standards laid down by the framework.
We have also developed a 4 bedded residential children’s home in Sefton (“Osbourne House”) and a 2 bedded children’s home in Sefton (“Oak House”). Both children’s homes are registered with Ofsted and are subject to the full children’s homes regulations. To read more about either house, click on the links at the top or bottom of the web-pages. We have plans to add a third children’s home in the St Helens area of Merseyside, but this is only in the early stages of development and is not yet registered with Ofsted.
Our services are commissioned by Local Authorities and sometimes jointly by Health Agencies. We work in full partnership with as many agencies as required to meet an individual child’s/young person’s needs. To find more detail about how we achieve this, click on the link for “support packages”.
